[평화예술칼럼, Peace Art Column] (27) 박경훈

제주도는 평화의 섬입니다. 항쟁과 학살의 역사를 가지고 있기에 평화를 염원하는 마음은 더욱 간절할 수 밖에 없습니다. 제주4.3이 그렇듯이 비극적 전쟁을 겪은 오키나와, 2·28 이래 40년간 독재체제를 겪어온 타이완도 예술을 통해 평화를 갈구하는 ‘평화예술’이 역사와 함께 현실 속에 자리 잡고 있습니다. 2018년부터 세 나라 세 섬의 예술가들이 연대해 평화예술운동을 벌이고 있어 이에 대한 창작과 비평, 이론과 실천의 공진화(共進化)도 매우 중요합니다. 독립언론 <제주의소리>가 세 섬 예술가들의 활동을 ‘평화예술칼럼(Peace Art Column)’을 통해 매주 소개합니다. 필자로 국외 작가들이 참여하고 있어 영어, 일어, 중국어 번역 원고도 동시 게재합니다. [편집자 글]

코로나19의 팬데믹은 미국과 프랑스의 항공모함도 비껴가지 않았다. 일본 크루즈선박도 마찬가지다. '항공모함과 크루즈', 전쟁과 평화처럼 양립할 수 없는 두 존재가 전염병 앞에선 본질이 상통한 것일까?  / 이미지 그래픽 = 김찬우 기자 ⓒ제주의소리

이번 코로나 사태를 맞아, 미국 항공모함 ‘루스벨트, 프랑스의 항공모함 ‘샤를 드골’이 집단감염 당했다. 거의 같은 시기 일본의 크루즈선 ‘다이아몬드 프린세스’ 호가 코로나19에 집단감염되었다. 나는 이들을 보면서 묘하게도 이 둘이 본질에서는 상통한다는 생각을 하게 되었다. 양립할 수 없는 두 존재가 전염병 앞에서는 어찌 그리 똑 같은지. 착시였을까? 어쩌면 전쟁의 본질과 관광의 본질은 한통속이라는 느낌이다.

평화와 양립할 수 없는 ‘전쟁’은 기실 오랫동안 역병, 즉 전염병의 역사와 함께 했다. 전쟁은 전염병을 전파하는 가장 중요한 수단이기도 했다. A.D. 450년경 훈족의 아틸라는 유럽을 공포에 몰아넣은 동방의 침입자로 악명을 떨쳤는데, 서로마 제국 공략을 앞두고 갑자기 죽음을 맞으며, 아틸라의 군대는 갑자기 유럽에서 사라졌다. 훈족의 회군에 대한 여러 설 중 군대 내 전염병의 창궐이 결정적이었다고 한다.

로마 16대 황제 ‘마르쿠스 아울렐리우스 안토니누스’. 그는 로마역사를 통틀어 손꼽는 명군이었다. 하지만 그의 시대에 들이닥친 ‘안토니누스역병’은 제국의 흥망을 가르는 중대한 전염병이 되고 말았다. 정복지 ‘셀레우스’에서 시작된 이 전염병(두창으로 추정)은 결국 황제 자신도 죽음으로 몰아갔고, 역병의 이름마저 그의 이름을 따랐다. 최대 1,800만 명의 로마인들이 사망했다고 한다. 로마는 그 후 쇠락의 길을 간다.

중세 유럽을 암흑의 시대로 기억하게 하는 흑사병에 대해서는 너무 많이들 알고 있기에 생략하자. 하지만 이 역시 전쟁에서 비롯된 되었다. 흑해 연안의 ‘카파(현 페오도시야)’ 전투에서 시작되었다. 전염병 창궐로 회군을 앞둔 몽골군은 흑사병으로 죽은 병사들을 투석기에 태워 카파의 성벽 안으로 날려버린다. 흑사병 사체들을 생물학 무기로 사용한 것이다. 이후 카파의 상인들이 이탈리아로 탈출하기 시작하면서 이탈리아 전역으로 흑사병이 번지기 시작한다. 이렇게 시작된 흑사병은 전파 5년 만에 당시 유럽 인구의 1/3을 죽이고 만다.

1519년 에스파냐의 정복자 코르테스는 1521년 단 300명의 군인으로 아즈텍 제국을 멸망시킨다. 그로부터 5년 후 그의 무용담에 매료된 ‘프란시스코 피사로’ 그가 이끄는 군인들 168명이 당도한다. 이들도 삽시간에 잉카제국을 멸망시킨다(잉카제국의 완전한 멸망은 1572년에서야 이루어진다). 하지만 이들을 멸망시킨 무기는 선진적인 총이나 말, 대포가 아니었다. 그것은 바로 두창(천연두)였다. 두창에 대해 무균지대였던 남미대륙은 아무런 면역력이 없었던 것이다. 엄청난 인구와 문화를 보유했던 중남미의 오랜 역사를 지닌 제국은 정말 눈 깜짝할 사이에 손도 제대로 써보지 못한 채 사라져버린 것이다.

20세기, 가장 악명 높았던 전염병인 스페인 독감은 미국의 캔자스주의 작은 마을 해스컬에서 발생했다. 이곳에 마침 유럽으로 보내질 훈련병들을 양성하던 ‘캠프 펀스턴’이라는 미국에서 두 번째로 큰 훈련소가 있었다. 이 훈련소에서 감염된 병사들이 1차대전의 현장인 유럽으로 파견되면서 독감은 걷잡을 수 없이 퍼져나갔다. 이후 전선에서 귀향한 참전용사들은 스페인 독감의 보균자가 되어 도시와 도시로 병을 옮기는 숙주가 되어야 했다. 결국, 스페인 독감은 전 세계적으로는 5억 명이 감염되었고, 최대 5,000만 명이 사망했다.

관광은 한때 귀족층과 부유층의 전유물이었다. 18세기 후반부터 19세기 선박과 철도의 발달로 교통혁명이 일어나면서 지식과 견문을 넓히기 위한 여행의 대혁신이 일어나면서 소위 ‘교양관광’의 시대가 열린다. 하지만 이때만 해도 관광은 부유층이나 귀족의 자제들, 문화예술계의 명망인들의 전유물이었다. 하지만 세계를 뒤흔든 2차세계대전 이후 미국을 중심으로 본격적인 ‘대중관광’의 시대가 열린다. 아랍을 손에 넣은 승리한 자본주의 국가들은 미국을 중심으로 석유산업이 세계적 차원에서 이루어지면서 값싼 항공 해상 교통수단이 발달, 이동의 비용이 크게 하락했으며, ‘여가’를 새로운 시장으로 개척하여 산업화한 것이 곧 대중관광인 것인데, 이 대중관광은 짧은 기간에 세계화되면서 ‘대량관광’으로 진화, 황금알을 낳는 거위 산업이 되었다. 

이제 관광산업은 서구 선진자본주의 국가들의 전유물만은 아니다. 후발국가들에도 관광은 최고의 산업으로 주목받고 있다. 전 세계는 이 관광을 매개로 항공과 선박노선을 새로이 구축했다. 이제 남극이든 북극 어디든 관광을 위해서라면 불가능한 노선은 없다. 관광으로 인해 잠자는 대륙은 사라진 지 오래다. 지구 최고봉인 에베레스트 등정하기 위한 행렬은 매일 한 줄로 늘어선 등반객들의 대열이 200m가 넘게 이어지기도 한다.

지구의 모든 도시 또는 그 도시를 거점으로 하는 촌락들 역시 관광의 씨줄 날줄로 엮여 있다. 이 엮인 루트들은 기후위기를 불러오는 심각한 탄소발자국과 연결되어 있다. 대량관광은 필연적으로 다량의 에너지 소비와 환경 파괴, 인구이동을 촉발한다. 대량관광의 여파로 요즘은 투어리즘 포비아 현상까지 확산하고 있다. 관광지의 수용 규모와 비교해 너무 많은 관광객이 몰리는 ‘과잉관광’에 대한 반관광 정서를 말한다.

코비드19에 감염된 항공모함과 크루즈로 상징되는 ‘전쟁과 관광의 상통성’은 지구촌 어디든 전선이 형성되면 출동해야 하는 전쟁기계와 어디든 돈과 시간만 있으면 닿을 수 있는 대량관광의 생리와 맞닿아 있다. 이 둘은 대량의 인구 이동을 촉발한다는 점에서 특히 빼어 닮았다. 대량의 인간들이 어느 날 불쑥 국경을 넘어 다른 사회, 다른 세계에 발을 들여놓는다는 이질적이지만, 신속한 접근성이 서로 닮은 것이다.

또한, 군대와 관광객 무리는 밀촉접촉을 동반한다는 점이다. 인류가 7,000년 전 농업혁명을 이루면서 노동력의 집중은 인구의 증가와 인간의 밀촉접촉을 강화해왔다. 특히 촌락에서 도시로의 진화는 이 거리를 더욱 좁히고 말았다. 이 밀초접촉사회인 도시의 발전은 이제 전 세계의 인구의 55% 이상이 도시에서 생활하게 했다. 바로 이 도시와 도시를 연결하는 것이 관광네트워크이기도 하다.

전염병은 이동을 전제로 한다. 인간의 대량이동은 바로 전쟁과 관광을 통해 쉽게 이루어질 수 있다. 이제 전염병은 전쟁 시기가 아닌 평화시대에도 대량관광이라는 이동의 새로운 수단을 통해 지구촌 어디로든 갈 수 있는 최상의 조건을 갖추었다. 메르스가 사막을 건너오는데 걸린 시간이 500년이란 글을 읽은 적이 있다. 하지만 이제 바이러스가 발생과 동시에 전 지구적 전파하는 것은 채 하루가 안 걸리는 시스템이 이루어졌다. 이제 전쟁이 멈추는 것만으로 평화가 오지 않는다. 관광을 통해 또는 그 네트워크를 통해 전쟁없는 시간에도 인류 멸절의 기회는 더욱 노골화되고 있기 때문이다.

호모 사피엔스의 극성의 시대, 그 종이 이룩한 사회체제인 자본주의의 전 지구화는 기후위기를 몰고 와 지속불가능의 시대를 예고하고 있다. 그 와중에 찾아온 불청객 코비드19. 불청객? 이 표현은 잘못됐다. 어쩌면 인류는 부단히 그를 맞이하기 위해 노력해 온 것일지도 모른다. 인간 활동의 결과가 결국 ‘코비드19’를 초대했으니 말이다.

Aircraft Carrier, Cruise and COVID19

The latest corona outbreak caused a mass infection on the U.S. aircraft carrier Roosevelt and the French aircraft carrier Charles de Gaulle. Around the same time, a collective infections occurred on the Diamond Princess cruise ship, which arrived in Japan. Strangely enough, I came to think that these two events were essentially the same. How the two incompatible beings are so identical in front of the epidemic? Perhaps the essence of war and tourism are equal.

War which is incompatible with peace, has long been with the history of epidemics or infectious diseases. War was also the most important means of spreading infectious diseases. Around 450 A.D., Attila of the Hun tribe was notorious as an Eastern intruder who terrorized Europe, and suddenly died just before the attack on the Western Roman Empire, and his army disappeared from Europe. It is said that the spread of infectious diseases in the army was decisive among various reasons about the withdrawal of Attila’s  army.

Marcus Aurelius Antonius, the 16th emperor of Rome, was one of the greatest rulers in Roman history. However, the “Antonius plague” that hit his time became a serious infectious disease that determined the rise and fall of the empire. Originating from the conquest of Cereus, the epidemic eventually killed the emperor himself and even the name of the plague followed his name. Up to 18 million Romans were reportedly died. Rome then went on a path of decline.

The plague, which reminds us of medieval Europe as a dark age, is so well known that let's omit it. However, this was also caused by the war. It started in the Battle of Kappa on the Black Sea coast. The Mongolian army, which was about to withdraw due to the outbreak of the epidemic, threw soldiers who died of the plague into the walls of Kappa by the catapults. They used the corpses of the plague as biological weapons. Later, as merchants of Kappa began to escape to Italy so plague spread throughout Italy. The plague, which began in this way, killed one-third of the population in Europe in five years.

In 1519, the Spanish conqueror Cortez destroyed the Aztec Empire with only 300 soldiers. Five years later, 168 soldiers led by Francisco Pisaro, fascinated by his saga, arrived. They also destroyed the Inca Empire in no time (the complete destruction was realized in 1572). However, the weapons that destroyed them were not advanced guns, horses, or cannons. It was smallpox. South America, which was a sterile area for smallpox, had no immunity. Latin America's long-established empire, which maintained a huge population and culture, really disappeared in a blink of an eye.

In the 20th century, the most notorious infectious disease, the Spanish flu, broke out in the small town of Haskar in Kansas, the United States. There was the second largest training center in the US called Camp Funston, where soldiers were trained to be sent to Europe. The flu spread out of control when infected soldiers were dispatched to Europe, the site of World War I. Later, the veterans who returned home from the front had to become carriers of the Spanish flu and became hosts to transfer diseases to cities. Eventually, the Spanish flu infected 500 million people worldwide, killing up to 50 million people.

Tourism was once the exclusive property of the nobles and the wealthy. From the late 18th century to the 19th century, with the development of ships and railroads, the transportation revolution took place, leading to a great great innovation in travel to expand knowledge, and the era of so-called “cultural tourism” began. However, after World War II, which shook the world, the era of "popular tourism" took place mainly in the United States. 
The victorious capitalist countries that took the Arabs in their hands, led by the oil industry at the global level, developed cheap air and sea transportation, and the cost of travel fell significantly, and industrialized by pioneering 'leisure' as a new market. This popular tourism quickly became globalized, evolved into mass tourism, and became a "goose industry" that laid a golden egg.

Now, the tourism industry is not the exclusive property of advanced Western capitalist countries. Tourism is also attracting attention as the best industry in latecomers. Through tourism, the world has newly constructed air and ship routes. Now, there are no routes that are impossible for sightseeing, whether in Antarctica or the North Pole. The sleeping continent has long since disappeared due to tourism. In order to climb Mt. Everest, the highest mountain in the world, the line of climbers sometimes lasts more than 200 meters every day.

Every city on the planet and villages based on it are also a source of tourism. These intertwined routes are linked to a serious carbon footprint leading to the climate crisis. Mass tourism inevitably consumes a lot of energy, destroys the environment, and triggers population migration. In the aftermath of mass tourism, the phenomenon of tourism phobia is spreading. It refers to the anti-tourism sentiment toward “over-tourism,” which attracts too many tourists compared to the scale of accommodation of tourist destinations.

The commonality of war and tourism, symbolized by COVID19-infected aircraft carriers and cruise ship, is in line with the physiology of mass tourism that can be reached anywhere in the world with a war machine that must be dispatched when a front line is formed. The two are particularly similar in that they trigger a mass migration. They are similar in the rapid accessibility that a large number of humans one day suddenly cross borders and enter another society or world.

In addition, military and tourist groups are accompanied by close contact. As mankind achieved the agricultural revolution 7,000 years ago, the concentration of labor has strengthened the population growth and human close contact. In particular, the evolution of villages into cities has further reduced this distance. The development of this wax-contact society, cities, now has more than 55% of the world's population living in cities. It is also a tourism network that connects this city with the city.

Infectious diseases are premised on migration. Mass migration of humans is facilitated through war and tourism. Now, the epidemic has the best conditions to go anywhere in the world through a new means of mass tourism, even at the time of peace, not only at the time of war. But now, as soon as the virus emerges, it takes less than a day to spread globally. Peace does not come just by stopping the war any more. This is because, through tourism or through the network, the opportunity for annihilation of mankind is becoming more and more blatant even in times without war.

The era of polarity of Homo sapiens, the globalization of capitalism, the social system that the species achieved, has led to a climate crisis and foreshadows an era of unsustainability. In the meantime, Covid, an uninvited visitor 19. gate crasher? This expression is wrong. Maybe humanity has been constantly trying to meet him.

航空母艦、クルーズ船、COVID19

今回のコロナ事態で、アメリカの空母ルーズベルト、フランスの空母シャルル•ド•ゴールで集団感染が発生した。ほぼ同時期、日本に寄港したクルーズ船「ダいヤモンド•プリンセス」号でもCOVID19の集団感染が起きた。私はこれらを見ながら奇妙なことにこの2つの出来事は本質的に等しいと感じた。両立しえない2つの存在が伝染病の前ではどうして同じなのか。もしかすると、戦争の本質と観光の本質は同じではないかと感じる。

平和と両立できない「戦争」は、実は長い間、疫病すなわち伝染病の歴史とともにあった。戦争は伝染病が伝播する最も重要な手段でもあった。紀元450年頃、フン族のアッテいラは、ヨーロッパを恐怖に陥れた東方の侵入者として悪名を馳せたが、西ローマ帝国攻略を目前に突然死を迎え、アッテいラの軍隊はヨーロッパから姿を消した。フン族の撤退には諸説あるが、軍隊内での伝染病の横行が決定的だったという。

第16代ローマ皇帝、マルクス•アウレリウス•アントニウス。彼はローマの歴史上指折りの名君だった。しかし、彼の時代に押し寄せた「アントニウス病」は帝国の興亡を決する重大な伝染病になってしまった。征服地セレウスから始まったこの伝染病(天然痘と推定)は、最終的に皇帝自身も死に追いやり、疫病の名前まで彼の名前にちなんだ。最大1800万人のローマ人が死亡したという。ローマはその後衰落の道をたどる。

中世ヨーロッパを暗黒の時代として想起させるペストについては、あまりにも多く知られているので省略しよう。しかし、これもまた戦争から始まった。黒海沿岸のカッパの戦いである。伝染病流行のなかで撤退を控えたモンゴル軍は、ペストで死んだ兵士を投石機に乗せてカッパの城壁の中に投げ込んだ。ペストの遺体を生物兵器として使ったのだ。その後、カッパの商人たちがいタリアに脱出し、いタリア全域にペストが広がり始める。こうして始まったペストは、伝播5年にして当時の欧州人口の3分の1を殺してしまう。

1519年、スペいンの征服者コルテスは、1521年、たった300人の兵士を率いてアステカ帝国を滅ぼす。その5年後、彼の武勇伝に魅了されたフランシスコ•ピサロの率いる軍人168人が到来する。彼らも瞬く間にいンカ帝国を滅亡させた(滅亡は1572年に完遂した)。しかし、彼らを滅亡させた武器は先進的な銃や馬、大砲ではなかった。それは天然痘だった。痘瘡の無菌地帯だった南米大陸は、何の免疫もなかったのだ。莫大な人口と文化を保っていた、長い歴史を持つ中南米の帝国は、本当にあっという間に手の打ちようもなく消えてしまったのだ。

20世紀には、最も悪名高かった伝染病であるスペいン風邪が、アメリカ・カンザス州の小さな町ハスカルで発生した。ここでちょうどヨーロッパに派遣される兵士を養成していたキャンプ・ファンストンという、アメリカで2番目に大きい訓練所があった。この訓練所で感染した兵士たちが第1次世界大戦の現場である欧州に送られ、いンフルエンザは手に負えないほど広がった。以後、戦線から帰郷した退役軍人たちは、スペいン風邪の保菌者となって都市に病気を移す宿主とならなければならなかった。結局、スペいン風邪は世界で5億人が感染し、最大5000万人が死亡した。

かつて観光は、貴族層と富裕層の専有だった。18世紀後半から19世紀、船舶と鉄道の発達で交通革命が起こり、知識と見聞を広めるための旅行の大革新が起こり、いわゆる「教養観光」の時代が幕を開けた。しかしこの時も観光は富裕層や貴族の子弟たち、文化芸術界の名望者たちの専有物だった。世界を揺るがした第2次世界大戦後、アメリカを中心に本格的な「大衆観光」の時代が開かれる。アラブを手に入れ勝利した資本主義国家は、アメリカを中心に石油産業を世界的レベルで展開するようになり、安価な航空•海上交通手段が発達して、移動のコストが大幅に下落し、「余暇」を新たな市場として開拓•産業化したのがすなわち大衆観光であり、この大衆観光は短期間でグローバル化され、「マス・ツーリズム」へと進化し、金の卵を生む「ガチョウ産業」となった。

今では観光産業は西欧の先進資本主義国家の専有物ではない。後発国にも観光は最高の産業として注目されている。世界は観光を媒介に、航空と船舶路線を新たに構築した。今、南極であれ北極であれ、観光のためなら不可能な路線はない。観光のおかげで眠った大陸が消えて久しい。地球最高峰エベレスト登頂のために、毎日、登山客の隊列が200メートル以上も続いたりする。

地球のあらゆる都市やその都市を拠点とする村落もまた観光の種となっている. 編み込まれたルートは気候危機をもたらす深刻なカーボン・フットプリントとつながっている。マス・ツーリズムは必然的に多量のエネルギー消費と環境破壊、人口移動を触発する。この影響が最近はツーリズム•フォビア(観光客嫌い)の現象にまで拡散している。それは観光地の収容規模に比べてあまりにも多くの観光客が集まるオーバー・ツーリズムへの反観光的な情緒をいう。

COVID19に感染した航空母艦とクルーズ船に象徴される、戦争と観光の共通性とは、地球上のどこでも戦線が形成されれば出動しなければならない戦争機械と、金と時間さえあればどこへでも行けるマス・ツーリズムの生理にある。この2つは大量の人口移動を引き起こす点で特に似ている。大量の人間がある日突然国境を越えて他の社会、別の世界に足を踏み入れるという、異質だが迅速なアクセシビリテいが相似するのだ。

また、軍隊と観光客の群れは濃厚接触を伴う。人類が7000年前に農業革命を成し遂げ、労働力の集中は人口の増加と人間の密な接触を強化してきた。特に村落から都市への進化はこの距離をさらに縮めてしまった。密接触社会である都市の発展は、今や全世界の人口の55%以上が都市で生活するまでに至った。まさにこの都市と都市を結ぶのが観光ネットワークでもある。

伝染病は移動を前提とする。人間の大量移動は、戦争と観光を通して容易になされる。もはや伝染病は、戦争の時期でなく平和の時期にも、大量観光という移動の新たな手段を介して、世界のどこへでも行ける最高の条件を備えている。メルスが砂漠を横断するのにかかった時間は500年と書いたものを読んだことがある。しかし、今やウいルスが発生するやいなや、全地球的に伝播するには1日も要しないシステムがある。戦争が止まるだけでは平和は訪れない。観光を通じて、またはそのネットワークを通じて、戦争のない時間にも、人類滅亡の機会がさらに露呈されているためだ。

人類中心主義の時代には、それが成し遂げた社会システムである資本主義のグローバル化が気候危機をもたらし、持続不可能の時代を予告する。そこに招かれざる客となったCOVID19。招かれざる客?この表現は間違いだ。人類は絶えずそれを迎えるために努力してきたのかもしれない。人間活動の結果が、結局はCOVID19を招待してしまったのだ。
