제주도는 평화의 섬입니다. 항쟁과 학살의 역사를 가지고 있기에 평화를 염원하는 마음은 더욱 간절할 수 밖에 없습니다. 제주4.3이 그렇듯이 비극적 전쟁을 겪은 오키나와, 2.28 이래 40년간 독재체제를 겪어온 타이완도, 우산혁명으로 알려진 홍콩도 예술을 통해 평화를 갈구하는 ‘평화예술’이 역사와 함께 현실 속에 자리 잡고 있습니다. 이들 네 지역 예술가들이 연대해 평화예술운동을 벌이고 있습니다. 이들의 평화예술운동에 대한 창작과 비평, 이론과 실천의 공진화(共進化)도 매우 중요합니다. 독립언론 [제주의소리]가 네 나라 예술가들의 활동을 ‘평화예술칼럼(Peace Art Column)’을 통해 매주 소개합니다. 필자 국적에 따른 언어가 제각각 달라 영어 일어 중국어 번역 원고도 함께 게재합니다. 전시되는 오키나와·제주…인류관과 산업박람회

오키나와 근대사를 설명할 때 빼놓을 수 없는 것이 바로 ‘인류관(人類館) 사건’이다. ‘인류관 사건’이란 1903년 일본 오사카 권업박람회 전시장이었던 학술 인류관에 류큐인, 조선인, 아이누인 등이 전시되었던 일을 말한다. 일본에서 열린 박람회에서 류큐인과 조선인, 아이누인이 함께 ‘전시’되었다는 사실은 많이 알려져 있다. 

특히 1907년 도쿄에서 열린 권업박람회 수정관에서도 조선인 남녀 한 쌍을 전시한 일이 알려지면서 당시 조선에서 비난 여론이 크게 일었다. 박람회에서 인간을 전시했던 것은 일본이 처음이 아니었다. ‘세라 바트먼’이라는 이름으로 알려진 남아프리카 코이코이족 여성이 대학과 서커스장 등에서 나체로 사람들에게 전시되었던 일도 있었다. 박람회에서의 인종 전시는 당대 최첨단 상품의 전시와 소비의 장이었던 박람회의 성격이 무엇이었는지를 잘 보여준다. 요시미 순야(吉見俊哉)는 근대 박람회의 성격을 제국주의와 소비주의가 결합된 시각적 폭력의 재현장이었다고 말한 바 있다. 

1903년 ‘인류관 사건’은 일본의 제국주의적 팽창이 이른바 사회진화론에 뿌리를 두고 있음을 보여준다. 문명화된 일본 본토인과 미개한 류큐인과 조선인이라는 구분은 이후 그들의 동아시아 침략의 당위성을 설명하는 근거가 되었다. ‘인류관’이라는 용어에서 보듯이 1903년 ‘인류관 전시’에는 도쿄대 인류학교실이 적극적으로 개입했다. 학문의 이름으로 야만과 미개라는 인종적 차별을 합리화한 것이다. 

1903년 ‘인류관 전시’는 당시 일본에 유학 중이었던 류큐, 조선인들의 반발을 샀다. 오키나와에서는 그것을 ‘오키나와에 대한 모욕’으로 간주했다. ‘인류관 사건’은 1976년 오키나와 출신 극작가 지넨 세이신(知念正真)에 의해 연극으로 상연되면서 73년 만에 세간의 관심을 받게 되었다. 지넨 세이신의 ‘인류관’은 당시 사건을 재현하기 보다는 식민주의적 차별을 언어의 문제를 통해 조명하고 있다. 이는 단순한 사건의 재현이 아니라 보다 본질적인 차별의 문제를 접근하기 위한 서사적 전략이다. 1903년과 1907년의 ‘인간 전시’는 식민주의의 본질이 무엇인지를 잘 보여주는 사례다. 

그렇다면 이런 ‘인간 전시’는 식민주의 시절에만 있었던 일일까. 시선을 한국으로 돌려보자. 1962년 경복궁에서는 ‘혁명 1주년 기념 산업박람회’가 열렸다. 한국산업진흥회가 주최한 이 박람회의 목적은 “혁명 1주년의 산업 발전 소개, 경제 5개년계획 및 제1차년도 현황 소개”였다.(5.16 1주년 기념 산업박람회 특별판 산업연감 1962) 한국산업진흥회라는 민간 기구를 내세우고 있지만 이 조직의 고문이자 추진위원이 당시 내각 수반이었던 송요찬(제주 4.3당시 9연대 연대장을 지냈다)이었고 내각 전부가 추진위원에 이름을 올려놓고 있었다. 박람회는 쿠데타를 ‘혁명’으로 포장하고 싶었던 군부의 정치적 목적이 노골적으로 드러나 있었다. 그것은 바로 박람회에 ‘혁명기념관’을 만들어 놓았다는 사실에서도 알 수 있다. 

흥미로운 것은 당시 산업박람회에서 해녀들이 ‘실연’이라는 명목으로 전시되었다는 사실이다. 수족관에 40평 규모의 잠수관을 만들어놓고 5명의 해녀들이 직접 잠수 장면을 ‘시연’하도록 했다.

그런데 이 ‘해녀 실연’은 곧바로 ‘인권 침해’ 논란에 휩싸였다. 100환의 입장료를 내고 해녀들의 물질 시연 장면을 볼 수 있게 만든 수족관을 본 관람객들 일부가 항의를 한 것이었다. 결정적인 것은 재경제주도 유학생들의 반발이었다. 당시 유학생들은 잠수관의 위생시설 등이 갖춰져 있지 않은 점을 들어 해녀 출연을 중지할 것을 요구했다. ‘해녀실연’에 대해서 언론은 ‘해녀의 인권을 흙탕물에 담은 수족관’이었다고 평가하기도 했다.

그런데 이른바 ‘해녀 실연’은 1962년이 처음이 아니었다. 1955년에 열린 해방 10주년 산업박람회에서도 똑같은 ‘해녀 실연’이 있었다. 해방 이후 열린 박람회들이 식민주의 시절 열렸던 박람회를 적극적으로 참고했음은 물론이다.

식민주의의 경험을 해방 후에도 이어갔던 박람회장에서 하필이면 ‘해녀’들이 ‘전시’되었던 이유는 무엇일까. 당시 자료를 살펴보더라도 제주도 ‘해녀’들을 제외하고는 ‘실연’이라는 명목으로 사람이 전시되었던 사례를 찾아보기는 힘들다. 

1962년 산업박람회의 개최 목적은 분명했다. 식민지에 축적된 박람회에 대한 근대적 지(知)의 적극적 활용을 통해 ‘혁명’과 ‘반공’, ‘국민재건’과 ‘과학’이 결합한 체제 선전. 그것의 과시적 재현의 현장이 바로 박람회 장이었다. 

이러한 재현의 장에서 해녀들이 직접 작은 수족관에서 해초를 캐는 모습을 보여주는 행위는 도시(문명)·바다(미개), 보는 자·보여지는 자, 남성·여성 등의 구분을 차별화한 식민지적 근대의 탈식민적 버전이었다. 일부 신문에서 해녀를 ‘산업 전사’의 주체로 호명하고 있지만 당시 실연 장면을 ‘수중 묘기’라고 평가하고 있는 것에서 알 수 있듯이 ‘해녀 실연’은 호기심의 대상일 뿐이었다. 이런 점을 감안한다면 당시 해녀 실연은 ‘보는 자’의 욕망이 만들어낸 시각적 장치이자 식민지적 지(知)를 적극적으로 활용한 식민주의적 무의식의 반영이었다. 

1903년 ‘인류관 사건’과 1962년 산업박람회의 ‘해녀 실연’이 보여주는 것은 무엇일까. 60여 년이라는 시간적 차이에도 불구하고 두 개의 ‘사건’이 낯설게 보이지는 않는다면 그 이유는 무엇일까. 거기에는 육지와 섬, 근대와 전근대라는 본토의 차별적 시선이 시간적 간극에도 불구하고 여전하기 때문이 아닐까.

Okinawa and Jeju on Display – the Anthropology Hall and the Industrial Exposition

When explaining the modern history of Okinawa, the "Anthropology Hall Incident" is essential. The "Anthropology Hall Incident" refers to the display of Ryukyus, Koreans, Ainu, and other people at the Academic Anthropology Hall, which was the exhibition site for the Osaka Industrial Exposition in 1903. It is well known that Ryukyuan, Korean, and Ainu people were "exhibited" together at expositions held in Japan.

In particular, it is known that a pair of Korean men and women was displayed at the 1907 Industrial Exposition in Tokyo, which caused a public outcry in Korea at the time. Japan was not the first country to display human beings at an exposition. A South African Khoikhoi woman known as "Sela Batuman" was once displayed nude at universities and circus halls. The display of race at expositions shows us the nature of expositions, which were places for the display and consumption of the most advanced products of the day. Toshiya Yoshimi describes the character of the modern exposition as a place to reproduce the visual violence of the combination of imperialism and consumerism.

The "Anthropology Hall Incident" of 1903 shows that Japan's imperialist expansion was rooted in the so-called theory of social evolution. The division between the civilized Japanese mainlanders and the uncivilized Ryukyus and Koreans became the basis for their subsequent invasion of East Asia. As can be seen from the term "Anthropology Hall," the Department of Anthropology at the University of Tokyo actively intervened in the "Anthropology Hall Exhibition" in 1903. In the name of academia, they rationalized the racial discrimination of savages and uncivilized.

"Anthropology Hall Exhibition" in 1903 aroused the opposition of Ryukyu and Korean people who were studying in Japan at the time. The Okinawans regarded it as an insult to Okinawa. In 1976, the "Anthropology Hall Incident" was staged as a play by CHINEN Seishin, an Okinawan playwright, and for the first time in 73 years, it attracted public attention. Rather than recreating the events of the time, Chinen's play, "The Anthropology Hall," examines colonialist discrimination from the perspective of language. The "human exhibitions" of 1903 and 1907 are examples of what colonialism is really about.

So, did this kind of "human exhibition" exist only in the colonialist era? Let's turn our attention to Korea, where in 1962, an industrial exhibition was held at Gyeongbokgung Palace to commemorate the first anniversary of the revolution. The purpose of the exhibition, organized by the Korea Industrial Promotion Organization, was to "introduce industrial development on the first anniversary of the revolution and the current status of the five-year economic plan and the first year of the plan.

The name of the private organization is the Korea Industrial Promotion Organization, and the advisor and promoter of the organization is Song Yo-chang, who was the head of the cabinet at the time (he was the commander of the 9th Regiment at the time of Jeju 4.3), and the entire cabinet was on the promotion committee. The exposition exposed the military's political objective of glorifying the coup as a "revolution. This can be seen from the fact that a "Revolution Memorial Hall" was set up at the exposition.

It is interesting that women divers were exhibited in the name of "demonstrations" at the industrial expositions of the time. An aquarium was set up with a 40-square-meter water tank in which five woman divers were to "demonstrate" diving. However, the "woman divers' demonstration" immediately became embroiled in a debate over "human rights violations," Some of the visitors to the aquarium, who had paid a 100-won admission fee, protested when they saw the divers' demonstration. The clincher was a protest by students from Jeju Island who were in Seoul. At the time, the overseas students demanded that the divers' performance be cancelled, citing the lack of sanitary and other facilities in the aquarium. The media described the aquarium as "an aquarium that put the human rights of the women divers in muddy water.” However, 1962 was not the first time that so-called "woman divers’ demonstrations" were held; there was a similar “demonstration" at the Industrial Exposition held in 1955 to commemorate the 10th anniversary of liberation. It goes without saying that the expositions held after the liberation from colonial rule actively referred to those held during the colonial period.

What was the reason for the "woman divers" to be "displayed" at an exposition venue that inherited the experience of colonialism even after the war? Looking at documents from the time, there are few examples of people being displayed in the name of "demonstrations," with the exception of Jeju women divers.

The purpose of holding the 1962 industrial exposition was clear. To promote a system that combined "revolution" and "anti-communism," "national reconstruction" and "science" through the active use of modern knowledge accumulated in the colonial era. The exposition hall was the site of the reenactment of this propaganda.

The act of directly showing divers gathering seaweed in a small tank at such a reenactment was a decolonial version of colonial modernity that differentiated between the city (civilized) and the sea (uncivilized), between those who see and those who are seen, and between men and women. Some newspapers called woman divers "industrial warriors," but the "women divers’ demonstration" was merely an object of curiosity, as evidenced by the fact that the demonstration scenes of the time were evaluated as "underwater wizardry. In light of this, the divers' demonstration at the time was a visual device created by the desire of the "viewer," and was a reflection of the colonialist unconscious that actively utilized colonial knowledge.

What do the "Anthropology Hall Incident" of 1903 and the "woman divers' Demonstration" at the 1962 Industrial Exposition show us? Why are the two "incidents" so unfamiliar in the 60-year time difference? This is because the mainland's discriminatory gaze of land and island, modern and pre-modern, still exists despite the time gap.

沖縄近代史を説明する時に必須なのが「人類館事件」だ。「人類館事件」とは、1903年、大阪勧業博覧会の展示場であった学術人類館に、琉球人、朝鮮人、アイヌ人などが展示されたことをいう。日本で開かれた博覧会で琉球人と朝鮮人、アイヌ人が共に「展示」されたことはよく知られている。

特に1907年に東京で開かれた勧業博覧会で朝鮮人男女1組を展示していたことが知られ、当時の朝鮮で非難の世論が起こった。博覧会で人間を展示したのは日本が初めてではなかった。「セラ・バトマン」の名で知られた南アフリカコイコイ族の女性が、大学やサーカス場などで裸体で展示されたこともあった 博覧会での人種展示は、当代の最先端商品の展示と消費の場だった博覧会の性格が何だったかをよく見せてくれる。吉見俊哉は近代博覧会の性格を帝国主義と消費主義が結びついた視覚的暴力の再現の場であったと述べている。

1903年の「人類館事件」は、日本の帝国主義的膨張がいわゆる社会進化論に根ざしたものだったことを示している。文明化した日本本土人と未開の琉球人や朝鮮人という区分は、その後の彼らの東アジア侵略の当為性を説く根拠となった。「人類館」という用語からも分かるように、1903年の「人類館展示」には東京大学人類学教室が積極的に介入した。学問の名のもとに野蛮と未開という人種的差別を正当化したのだ。

1903年「人類館展示」は当時日本に留学中だった琉球、朝鮮人の反発を買った。沖縄ではそれを「沖縄に対する侮辱」と見なした。「人類館事件」は1976年、沖縄出身の劇作家知念正真によって演劇として上演され、73年ぶりに世間の関心を集めるようになった。知念の[人類館]は、当時の事件を再現するというより、植民地主義的差別について言語の問題から照射している。これは単なる事件の再現でなく、より本質的な差別の問題に接近するための敍事的な戦略だ。1903年と1907年の「人間展示」は、植民地主義の本質が何かをよく示す事例だ。

ではこうした「人間展示」は植民地主義時代にだけあったのだろうか。目を韓国に向けてみよう。1962年、景福宮で「革命1周年記念産業博覧会」が開かれた。韓国産業振興会主催のこの博覧会の目的は「革命1周年の産業発展の紹介、経済5ヵ年計画および第1次年度の現況紹介」だった。韓国産業振興会という民間機構の名があるが、同組織の顧問かつ推進委員は当時内閣首班だったソン・ヨチャン(済州4.3の当時第9連隊連隊長を務めた)で、内閣全員が推進委員に名を連ねていた。博覧会はクーデターを「革命」と美化しようという軍部の政治的目的を露呈した。それは博覧会に「革命記念館」を設けたという事実からも分かる。

興味深いのは、当時の産業博覧会で海女たちが「実演」という名目で展示されていたことだ。水族館に40坪規模の水槽を設け、5人の海女たちが潜水を「実演」するようにした。ところが「海女の実演」は、直ちに「人権侵害」という議論に巻き込まれた。100ウォンの入場料を払って水族館に入場した観覧客の一部が海女たちの実演を見て抗議したのだった。決定的なことは、ソウルにいた済州島からの留学生の反発だった。当時、留学生らは水槽の衛生施設などが整っていないことを理由に海女の出演を中止するよう求めた。メディアは「海女の人権を泥水に入れた水族館」と評価した。ところが、いわゆる「海女の実演」は1962年が初めてではなかった。1955年に開かれた解放10周年産業博覧会でも同様の「海女の実演」があった。植民地支配からの解放後に開かれた博覧会が、植民地時代に開かれた博覧会を積極的に参考にしたのは言うまでもない。

植民地主義の経験を戦後も引き継いだ博覧会場で、よりによって「海女」たちが「展示」された理由は何だろうか。当時の資料を見ても、済州島の「海女」を除けば「実演」という名目で人が展示されていた例はほとんどない。

1962年の産業博覧会開催の目的は明らかだった。植民地に蓄積された博覧会に対する近代的知の積極的活用を通じて「革命」と「反共」、「国民再建」と「科学」が結合した体制宣伝。それを誇示する再現の現場が博覧会場だった。

このような再現の場で海女たちが小さな水槽で海草を採る姿を直に見せる行為は都市(文明)と海(未開)、見る者と見られる者、男性と女性などの区分を差別化した植民地的近代の脱植民地的バージョンであった。一部の新聞で海女を「産業戦士」と呼んだが、当時の実演場面を「水中妙技」と評価していることからも分かるように、「海女実演」は好奇心の対象に過ぎなかった。こうした点を勘案すれば、当時の海女の実演は「見る者」の欲望が作り出した視覚的装置であり、植民地的知を積極的に活用した植民主義的無意識の反映だった。

1903年の「人類館事件」と1962年の産業博覧会の「海女実演」が見せてくれるものは何だろうか。60年という時間的な差にもかかわらず、二つの「事件」が見知らぬものだとすれば、その理由は何だろうか。そこには、陸地と島、近代と前近代という本土の差別的視線が、時間的な隔りにもかかわらず依然として存在するからではないだろうか。
