Senate Abandons Automaker Bailout Bid

The Senate on Thursday night abandoned efforts to fashion a government rescue of the American automobile industry, as Senate Republicans refused to support a bill endorsed by the White House and Congressional Democrats.

목요일 밤 상원은 공화당 상원의원들이 백악관과 민주당 의원들이 지지하는 법안을 지원하는 것을 거부함으로써 미국 자동차 산업을 구제하려는 정부의 노력을 폐기했다.

The failure to reach agreement on Capitol Hill raised a specter of financial collapse for General Motors and Chrysler, which say they may not be able to survive through this month.

Capitol Hill (의회)에서 합의 도달에 실패는 GM과 크라이슬러의 재정적 와해의 공포를 증가시켰는데, 두 회사는 이 달을 넘겨서 살아남을 수가 없는 실정이라고 알려지고 있다(말하고 있다).

After Senate Republicans balked at supporting a $14 billion auto rescue plan approved by the House on Wednesday, negotiators worked late into Thursday evening to broker a deal but deadlocked over Republican demands for steep cuts in pay and benefits by the United Automobile Workers union in 2009.

공화당 상원의원들은 수요일 백악관이 승인한 14 billion 달러 자동차 산업 구제 계획의 지지를 갑짝스럽게 거부한 뒤, 협상가들은 목요일 밤 늦게 까지 딜을 깨보려고 활동했지만 공화당 의원들의 2009년 UAW(미국 자동차 노조)의 임금과 수혜들을 더 많이 삭감해야 한다는 주장으로 좌절되고 말았다.

The failure in Congress to provide a financial lifeline for G.M. and Chrysler was a bruising defeat for President Bush in the waning weeks of his term, and also for President-elect Barack Obama, who earlier on Thursday urged Congress to act to avoid a further loss of jobs in an already deeply debilitated economy.

Mr. Reid added: “This is going to be a very, very bad Christmas for a lot of people as a result of what takes place here tonight.”

Moments later, the Senate fell short of the 60 votes need to bring up the auto rescue plan for consideration. The Senate voted 52 to 35 with 10 Republicans joining 40 Democrats and 2 independents in favor.

잠시후, 상원 (투표결과)는 자동차 업계 구제 계획인 고려의 대상이 되기에 필요한 (찬성 숫자인) 60석에 미달했다. 공화당 상원의원 중 10석이 그리고 무소속 2석이 민주당 40석에 합세했지만 표결은 52석 대 35석이었다.

The White House issued said it would consider alternatives but offered no assurances.

“It’s disappointing that Congress failed to act tonight,” Tony Fratto, the deputy press secretary, said. “We think the legislation we negotiated provided an opportunity to use funds already appropriated for automakers, and presented the best chance to avoid a disorderly bankruptcy while ensuring taxpayer funds only go to firms whose stakeholders

were prepared to make difficult decisions to become viable. We will evaluate our options in light of the breakdown in Congress.”
